Does this camera have active deterrence (strobe / siren)?

No. The HDBW3866RP-ZAS is a motorised vari-focal vandal dome, not a PTZ. The lens supports remote zoom and auto-focus, but the camera's three-axis gimbal is for manual aim at install time only (Pan 0–355°, Tilt 0–80°, Rotation 0–355°). For a fully remote PTZ, look at a Dahua PTZ dome.
